Choose two colors for work.
Foreground: #000000
Background: #ffffff

Open a new transparent image of 900x450px
Paint with the color the Background.
Selections  -  Select All.

Open on Tuber Character.
 Edit  -  Copy
Edit  -  Paste Into Selection.
Selections  -  Select None.

 Effects  -  Image Effects  -  Seamless Tiling: Default.
Adjust  -  Blur  -  Radial Blur:

Selections  -  Select All.
Selections  -  Modify  -  Contract: 80px

Selections  -  Modify  -  Select Selection Borders:

 Selections  -  Promoted Selection to Layer.

Effects  -  Texture Effects  -  Blinds, with the color of Foreground:

 Effects  -  3D Effects  -  Drop Shadow: 0, 0, 100, 1, color Background
Edit  -  Repeat Drop Shadow.

 Layers  -  Duplicate.
Plugins  -  Flaming Pear  -  Flexify2:

Adjust  -  Sharpness  -  Sharpen.
Effects  -  3D Effects  -  Drop Shadow: -10, 0, 100, 10, color Black.

Activate the Promoted Selection layer.
Activate selection tool (Press K on your keyboard)
And enter the following parameters:
Pos X :  78 – Pos Y : 96
Press M.
With the Magic Wand, Tolerance and feather 0 tool, select the center of the rectangle.
Activate Layer Raster 1.
Selections  -  Promote Selection to Layer.

Effects  -  Art Media Effects  -  Brush Strokes, with the color of the Background:

Adjust  -  Sharpen  -  Sharpness.

Edit  -  Copy
Edit  -  Paste Into Selection.
Layers  -  Load/Save Mask  -  Load Mask From another one you prefer.(nevoa)

 Layers  -  Merge Merge Group.
Adjust  -  Sharpness  - Sharpen.
Opacity: 60%.

Layers  -  Duplicate.
Effects  -  Texture Effects  -  Rough Leather:
With the colors of Foreground and Background.

Blend Mode: Overlay.
Selections  -  Select None.

 Activate layer copy of promoted selection.
Layers  -  Duplicate.
Plugins  -  Mura's Meister  -  Copies:

Blend Mode: Screen.
Layers  -  Arrange  -  Move Down.

Activate layer promoted selection.
With Magic Wand selecting outside the rectangle:

Activate the Raster layer 1.
Plugins  -  AAA Frames  -  Texture Frame:
